Something's rotten in Port Arthur (and it's not Robert Rauschenberg's corpse or Janis Joplin's feathered boa)


It's called Total Petrochemicals USA, Inc. and it's been fined $749,910 (less $374,955 that's been "off set" for unspecificied and suspiciously vague purposes) by the Texas Commission on Environmental Quality for a list of misdeeds that's longer than just about any other we think we've ever seen (see #9 in the "agreed order" section of the linked Texas Register.)

Total Petrochemicals USA operates a refinery in Port Arthur and "considers safety and protection of health and the environment as core values...".
