The evil-doer: Dow Chemical Co., chemical manufacturing plant, Freeport, TX

The evil deeds: failing to prevent unauthorized emissions; failing to maintain a minimum net heating value of 200 British Thermal Units per standard cubic foot; failing to meet the maximum allowable emission rate of 0.65 pounds per hour for nitrogen oxide; and failing to seal an open-ended line with a second valve, blind flange, cap, or plug.

The PENALTY: $34,670; Supplemental Environmental Project (SEP) offset amount of $17,335 applied to Houston-Galveston AERCO's Clean Cities/Clean Vehicles Program.;
