Polluter of the week

...and the winner is ...Valero Refining-Texas, L.P. in Texas City.

Valero is awarded a penalty of $119,149 for a series of illegal acts dating back to 2006 in which it repeatedly failed to compy with permitted emissions limits. The Texas Commission on Environmental Quality made special mention that Valero could have avoided the emissions events by following "good operation practices."

An honorable mention goes to ConocoPhillips Company in Old Ocean, Brazoria County, which was penalized $10,000 for failing to prevent unauthorized emissions.
