The Vioxx jury

The Vioxx jury in Angleton decided Merck should pay $253 million, but state law, due to tort reforms that put a cap on punitive damages, will limit the award to $26 million. So why shouldn't the jury be instructed from the beginning that punitive damages can only be so much? All these huge judgment numbers are thrown around but it's bullcrap. Something doesn't seem right. Just put all the rules on the table so the jury and the public knows what the hell's going on from the git-go. Is that too much to ask? In plain English, please. Jesus.
